Job Title: Program Monitoring, Evaluation and Learning Officer (under a Consultancy Contract)

Location: Dar es Salaam, Tanzania,

Reports to: Chief Programs Officer

Contract: 6 months contract (renewable based on performance)

Summary of the Role:

As the Program Monitoring, Evaluation and Learning Officer (MEL) you will work on implementing the Monitoring and Evaluation Plan and the Knowledge Management and Communications Plan which informs the Learning component of the Monitoring, Evaluation and Learning Framework.

The role will require you to handle work planning, track and communicate the progress of the program’s activities, develop data collection instruments, handle routine data collection, update results and outcome matrix, and capture and communicate best practices and lessons learnt in varied engaging and high quality formats.

Key Responsibilities:

  • Develop a baseline survey using Google forms to capture participants’ skills and knowledge, business model and revenue streams before taking part in the program.
  • Carry out content analysis of media outlets’ content and how audiences engage with it
  • Set up introductory meetings with participants to confirm the information gathered in the surveys and the content analysis
  • Prepare a presentation of findings from the survey, content analysis and introductory meetings
  • Update the results and outcome matrix with baseline data and data as the program progresses
  • Develop, share and ensure all participants fill feedback forms after every training module
  • Oversee the content quality assurance process that participants will adhere to when creating and sharing their content, Oversee and monitor participant’s content submissions
  • Track and report on participants’ growth against the program’s success metric on content quality, audiences and business model testing
  • Use the success tracker report to inform monthly check-ins and participants’ progress to the next stage of the program
  • Organize and lead monthly check-ins with participants, in collaboration with the Chief Program Officer and submit meeting notes and way forward.
  • Track, record and report on program’s outputs

Experience and Skills Required:

  • Strong skills in using Google Forms, Google Docs, Google Presentation, Google Site
  • Strong creative writing and report writing skills in English
  • Strong verbal communication skills in both English and Swahili
  • Strong analytical skills, particularly in translating data in excel sheets to graphs/charts/pies and using that to highlight opportunities, gaps, impact, and stories
  • Experience in communication particularly research communication or data journalism, project management, monitoring and evaluation, knowledge management, journalism, digital media, development would be great.
  • A Degree and/or Masters Degree would be great but we are more concerned about your ability to get the job done and done well.
